Yes.  You just have to represent the faces containing the hole with
a union of holeless polygons.  E.g. a square with a square hole
could be split into two pieces as follows:

    | |	    | |
    | |     | |
    | |_____| |
    | /       |
    |/________|
In fact, for this simple example you could actually represent this with
the following single polygon, two of whose edges happen to be the
same edge (the diagonal line).

    |         |
