"software" mail now handled in "request" system.

All mail to "software" is now processed by the "request" program.
Its control files and message archive live in /u/gcg/request/software/*.

Software mail is still also being accumulated in /u/gcg/ngrap/software.log.

A new command, "software", allowing access to the software@geom request
database via the command line.

To avoid confusion, software request numbers will begin at 5000.
